NEW STEPS comparatively analyses technologies and policies that can realistically expand Sweden’s low-carbon electricity supply while ensuring economic competitiveness. Existing techno-economic models have identified plausible combinations of low-carbon technologies that can supply electricity required for climate neutrality. NEW STEPS aims to complement these models by advancing science and soliciting stakeholder inputs on socio-technical and institutional drivers and barriers to nuclear and wind power. It will identify combinations of technologies that are feasible to upscale sufficiently fast and the policies required for such transition as well as broader consequences for Sweden’s competitiveness. In contrast to the existing models that mostly depict the longer-term end-states, NEW STEPS will spell out realistic storylines with near-term steps and critical intermediary junctures to inform science, authorities, industry, and the public on feasible pathways for low-carbon electricity

To achieve its climate targets, Sweden needs to substantially increase low-carbon electricity production. There is a consensus that the bulk of this increase should come from onshore and offshore wind and/or nuclear power. There is however a debate on the ideal share of these technologies and the policy support needed for such transformation to take place.

Vad är målsättningen med projektet och vilka frågeställningar ska projektet besvara?

The NEW STEPS project aims to support Sweden’s fossil-free electrification by systematically comparing options for developing onshore wind, offshore wind and nuclear power, or their combinations. The project will develop new pathways for a low-carbon electricity supply based on transparent and realistic assumptions about technological, social and institutional risks and opportunities. Furthermore, the project will spell out intermediate steps and junctures on the road to long-term decaronization goals, as well as the broader consequences of various technology choices. Through its research outputs, NEW STEPS will advance understanding of socio-technical and institutional drivers, barriers, and broader consequences of upscaling onshore wind, offshore wind and nuclear power in Sweden and beyond, and support informed public debate, policy making and business strategies.
